The fourth round takes place over the weekend of 24/25 January
Liverpool have been drawn against Newcastle at Anfield in the biggest game of the FA Cup fourth round.
Meanwhile, holders Arsenal will face Middlesbrough as the Gunners bid to win the tournament for a third successive time.
In other all-Premiership ties, Tottenham travel to either Manchester City or Leicester and Everton host Fulham.
Ex-Liverpool and Newcastle striker Ian Rush billed the fixture between his former clubs as "amazing".
He said: "They are two great footballing teams and they're both Cup teams as well. It will be one hell of a game."
Manchester United will travel to Rotherham or Northampton.
And non-league Scarborough could face big-spending Chelsea, if the two sides win their replays against Southend and Watford respectively.
Seasiders manager Russell Slade said: "Expectations are a lot higher now and I have to keep the players' feet on the ground.
"We're still underdogs to beat Southend in my opinion, but if we can play the way we have in our last few FA Cup matches then we have a chance."
Fellow Conference side Telford, who beat Crewe in one of the third-round shocks, will be at home to Millwall.
And Telford boss Mick Jones admitted he was initially disappointed after the draw.
He said: "Everyone wants a big Premiership club - everybody wants Manchester United.
"But this is still a big game for us and both sides have a realistic chance of winning. I know we won't be taken lightly."
Accrington Stanley, the third non-league side left in the draw, face the prospect of a trip to Coventry should they overcome Colchester in their third-round replay.
And Stanley manager John Coleman said: "We are going there with no fear.
"We have got a good side - they haven't seen the best of us yet. So if we can attack them as we did on Saturday, then we have a chance."
