Alpay has been dropped from the Turkey squad to face Latvia for their Euro 2004 play-off.
According to The Sun newspaper, he is being punished by Turkey boss Senol Gunes for his bust-up with England's David Beckham last month in Istanbul.
Gunes said: "There's no way he can play in this condition."
Alpay, who had his Aston Villa contract cancelled last month, cited a cold as the reason for his non-participation at the weekend.
Alpay's altercation with Beckham came after the England captain missed a penalty during October's 0-0 draw in Istanbul.
The result saw Sven-Goran Eriksson's men automatically qualify for next year's European Championships in Portugal.
